First you had to divide by p from both sides of equation form.

[tex]\frac{px}{p}< \frac{16}{p}[/tex]

Then simplify by equation.

[tex]x<\frac{16}{p}[/tex]

Final answer: [tex]\boxed{x<16/p}[/tex]
