there are 2 houses of congress the house of representatives and senate. in the senate there are 2 senators per state and in the house of reps. it is based on population. so and advantage could be that they each are there to have some kind equality. EXAMPLE: 2 senators per house=equality with smaller and bigger states
number of reps based on population=equality between bigger and smaller states
