The determination of the number of representatives to which each state is entitled is done by examining the population size of that state.

Explanation:

During this process each and every state would have at least one representative. The big populated states have the large number of representatives.

The state population is evaluated in the basis of constitutionally mandated Census. The representatives must meet the entire requirement before he or she being chosen as the representative like the minimum age is 25 years.
