Expressed powers are the powers that go beyond acts of mere administration. The powers that arise from a declaration are expressed. In the aforementioned text of law, the word express means the opposite of implicit. That is, one cannot conceive of an implied power of alienation. There must be the express manifestation of the principal in this regard.
