True. In an outline for a speech or other oratory exercise, the information should be short and concise and not too convoluted, only the biggest ideas or concepts; the speaker must maintain an air of casualty, and in order to establish a rhythm that is not bogged down by monotomy, they also must not read the entirety of their speech as dictated in a poorly-written outline.
