You do an equation:

41.99 =65 x ( 1 - (x/100) )
X is the rate of discount
1- (x/100) = 41.99/65
1- (x/100) = 0,646
-(x/100) = 0.646-1
-(x/100) = -0.354
Then you multiply it by -1
X/100= 0.354
X= 0.354 x100
X= 35.4%
