The hot cup of water has more thermal energy than the cold cup of water.

The cup of hot water has a higher temperature than a cup of cold of water, This means that the molecules in the hot cup are going to move around and collide (with other molecules) at a fast, increased rate.
The cold cup of water will have fewer collisions and the molecules will move at a much slower speed; less movement and lower temperature = less energy.
