B. The EU. It was made to Unite Europe like, what you said, The "United states" of Europe, NATO was used to combat the communist threat of Russia.

The EU is the answer as it stands for European  Union in which it wants to form a United Europe that shares their economies between one another with semi-open borders while allowing for each country to remain semi-independent when it comes to their individual governments.
