In all measurement the following two things must be included: a unit of measure and a value (magnitude, a number that represents the quantity of the certain unit). There is a standard unit of measurements , known as International System of Units in which all units are defined. 
Example for measurement: 3 m (3 is the number, m - meters is the unit of measure).
