I believe fluorine has the greatest electron and therefore is the most reactive. fluorine is really reactive because it only requires 1 electron

I believe fluorine is the most electrinegative simply because it has five electrons in its 2P shell. Fluorine is also a halogen which are the most reactive non metals because everyone of them have an empty space in their electron shells.
