6y = 7x + 8
y = 7/6 x + 4/3
Let 7/6 = M1 ,
(M1)(M2) = -1
(7/6) ( M2) = -1
M2 = -6/7

At (-1,-4),
y = mx + c ; y = -4 , m = -6/7 , x = -1 , c =?
-4 = (-6/7)(-1) + c
c = - 34 /7

Hence , equation of the line is y = -6/7 x - 34/7
